On 4/21/25, the Traffic Solutions Group met with the Sheffield Manor HOA BOD to discuss the overall plan to achieve a partial gate solution and installation into the neighborhood. The following plan outlined below is the current agreed upon plan with the HOA BOD:
Complete traffic study and engage contractors and County/NCDOT (complete)
Launch website (complete)
Complete petition document for County and NCDOT approval and annexation land for gates (in-process)
gather neighbor testimonials by May 15 (in-process)
gather neighbor petition signatures by May 15 (in-process)
Hold in-person meetings for neighborhood (scheduled)
Traffic group review for completion and extend or move to submit Petition to County
Obtain county approval through Petition process and share with neighborhood
Obtain private funding from neighborhood donations
Sheffield HOA (2/3 neighborhood vote)* approval to accept annexed land and to accept private funding for the gate project.
Re-engage vendors for final quote to move forward.
Installation of gates
*Sheffield HOA bylaws require 2/3 vote to accept the gate assets and annexed land into HOA management. 2/3 vote represents 120 homes.

Summit Design and Engineering Services conducted a two-day traffic count at the access points to the portion of Sheffield Manor located between Raven Ridge Road and Durant Road on December 17th and 18th of 2024. This portion of Sheffield Manor consists of 124 single family homes. Using the guidelines outlined by ITE (Institute of Transportation Engineers), 124 single family homes are estimated to generate approximately 1,230 daily trips.
Based on the traffic data collected, it was determined that the Average Daily Traffic for this portion of Sheffield Manor is approximately 1,985 daily trips, 755 more than what ITE would predict. The additional 755 daily trips are assumed to be caused by non-resident traffic, meaning that 38% of the daily trips are from non-resident traffic.

On March 25, 26, and 27, 2025 Sheffield neighbors volunteered to count cars moving North to South through the neighborhood. This effort was initiated to address neighbor concerns around non-resident traffic on the South end of Koupela.
The results over the three days are compelling:
87% of traffic in Sheffield on both Koupela North and South between 7-9 am is non-resident.
An average of 107 cars per hour entered Sheffield Manor from Ravens Ridge Rd. via Koupela Dr. and Wilmeth Dr.
80% of the traffic on Koupela South is originating from cars crossing over from Koupela North (27% of cars exiting Koupela North cross over onto Koupela South).

The Traffic Solutions Group is working on a petition document to submit to Wake County requesting the closure and abandonment needed to install gates. Once the County approves, the NCDOT will then review and approve. The following outlined steps are needed:
1. Submit an updated petition to Wake County requesting annexation and abandonment of small portions of road on Koupela Dr. and Wilmeth Dr.
2. County has a public hearing.
3. County reviews, provides comments and staff approves.
4. NCDOT District Office provides confirmation of support.
5. The County carries proposal to the board of commissioners for approval.
6. The County provides approval for gate installation.
7. Required improvements installed.
8. Abandonment by NCDOT and right of way closure by County.
9. Abandon the right of way recorded as private.
10. Installation of gates and inspection by County.
11. Gates are put into operation.

Wilmeth Drive Gate Location

Examples of Gate Styling
This is the new Radcliffe neighborhood gate installed a few years ago. The Sheffield Gates will look very similar. The Radcliffe neighborhood is on Raven Ridge right before the Falls of Neuse corner if you would like to drive by to see.
