What is the gate initiative?

The Sheffield Gate Initiative is a community initiative aimed to create and implement a partial gate solution for the Sheffield Manor neighborhood in North Raleigh to address, and eliminate non-resident traffic. The Traffic Solutions Group is a neighbor led initiative being run by volunteer residents of Sheffield Manor. This is not an HOA led initiative at this time. On this website you will find pertinent information regarding the project, including financials, funding, FAQs, maps and visuals, traffic studies, etc. This is a multi-faceted process with information added frequently.   • Why is a gate initiative needed?

    • The video above speaks for itself. The clips in that video were collected within the first two weeks of March 2025 by a single resident

    • A recent traffic study evaluating traffic flow north to south from Raven Ridge to Durant identified that nearly 40% of traffic through Koupela is from non-residents

    • A recent neighborhood traffic counting exercise identified that 87% of traffic on both Koupela North and South between 7-9am is non-resident. Additionally, 80% of the traffic on Koupela South are cars crossing over from Koupela North

    • The volume of cut through traffic continues to increase making the roads of our neighborhood unsafe for the children and pedestrians that live here

    • The problem will only continue to increase with two new high density living complexes planned on Raven Ridge and Falls of Neuse. Additionally, New Life Camp, comprising 72 acres of land, is slated to be redeveloped

  • What is the solution?

    • The proposed solution is a partial gate solution comprised of the installation of two gates, one at the Raven Ridge/Koupela entrance and one at the Raven Ridge/Wilmeth entrance. The gates are aimed to cut off non-resident traffic flow north to south from Raven Ridge to Durant via Koupela. This approach will privatize a small portion of road between the new gates and Raven Ridge Rd while the rest of the community roads will remain public and maintained by the County

    • Members of the Sheffield Manor Traffic Solutions Group have been working for the last year with NCDOT, Wake County Commissioners office, Wake County Emergency services, and the Sheffield Manor Board of Directors evaluating all possible traffic calming measures. The proposed partial gate solution is the optimal option for our community

  • How will this all work?

    Logistics:

    • The Traffic Solutions Group are currently collecting all legal, financial, construction, and other applicable documentation needed to support this effort. All relevant information will be shared here, when available.

    • Once The Traffic Solutions Group has all necessary information and documentation, we will need to complete a neighborhood petition. If there is majority support , a proposal will then be made to the Sheffield Manor Board for approval and acceptance of these assets into the HOA.

    • There are several requirements to be completed in tandem with NCDOT and Wake County Commissioners office should the community and board approve this solution.

    Funding:

    • This solution will be funded through resident donations. There will be no special assessment to homeowners for the installation and ongoing maintenance of the gates.

    • We will keep the community informed on when and how to donate when the time comes, likely through a platform such as GoFundMe for ease and familiarity.

  • Who are the Traffic Solutions Group?

    We’re your neighbors! We comprise residents that live in all corners of Sheffield Manor and we are volunteering our time and resources to facilitate a solution to suite all neighbor needs.

    The Gate Initiative, at this point, is being driven by community members. It is not currently a board initiative nor is there involvement from PPM, our community management company.
